It seems like a filter isn't being applied to a trigger?

As a general rule, if a filter is successfully applied to a given email trigger, it will update the description of the trigger.  And the description should update immediately after you change the value of the field, even before saving the trigger.

If you don't see that happen, it's likely that the filter in question isn't compatible with the email trigger in question.  Not every trigger is compatible with every filter.
